This is a tooling part from an assembly used to locate the position of 2 dowel pins and dowel pin holes during fabrication of 2 mating parts.  The circular serrations are used to position the arm in specific angular increments, and the vertical serrations allow for linear position increments.  These features allow the same tool to be used on varying configurations of the mating parts.
